If you are looking for simple android apps to edit picture, making template, and adding words on it, you can choose photo collage and textgram. Photo collage provide you variety of template based on how many pictures you add. However, maximum pictures for every layout are 9 pictures.
Textgram also provide you with lots of template, empty canvas, background, nice fonts, and colour to choose with size that you can adjust. If you don't have any pictures, they also provide nice background for you to write.
